Authorizes a special procurement process for goods and services when the chief procurement officer determines it is advantageous to address new or unique state requirements, procure new technologies, or establish public-private partnerships.

Requires the head of a purchasing agency to prepare a procurement plan documenting the process and reasons for using special procurement, with submission to the attorney general or corporation counsel for legal compliance review.

Mandates electronic posting of all special procurement contract awards within seven days, including the recipient's name, contract dollar amount, and selecting official's name, with posts remaining available for at least one year.

Requires submission of annual special procurement reports to the state procurement office, which must report to the legislature at least twenty days before each regular session convenes.

Directs the procurement policy board to adopt implementing rules by December 31, 2021, and takes effect May 6, 2137.
