Repeals the exemption that allows individuals with disabilities to be paid below minimum wage under Hawaii law.

Removes the requirement for qualified community rehabilitation programs to hold a federal Section 14(c) certificate from the U.S. Department of Labor and replaces it with a requirement to maintain a disabled to non-disabled employee ratio of at least 1:3 across all employment levels.

Changes "persons with disabilities" to "individuals with disabilities" throughout relevant statutes for updated terminology.

Removes the provision in Hawaii Revised Statutes Section 387-9 that allowed special certificates to pay subminimum wages to individuals whose earning capacity is impaired by old age or physical or mental deficiency or injury.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
