Beginning January 1, 2022, the Department of Accounting and General Services may only purchase zero-emission vehicles for its motor pool program.

The comptroller may authorize exemptions from the zero-emission vehicle requirement if compliance is determined to be cost-prohibitive or unsuitable for the vehicle's planned purpose.

The Department of Accounting and General Services must submit a plan to convert the State's entire motor pool fleet to zero-emission vehicles to the legislature no later than twenty days before the 2022 regular legislative session.

The bill addresses Hawaii's commitment to achieving net zero carbon emissions by 2045 and meeting Paris Climate Accord goals by transitioning ground transportation to clean energy sources.
