S.B. 800 Summary

• Removes county councils as the nominating authority for Hawaii Community Development Authority (HCDA) members representing the Heeia, Kalaeloa, and Kakaako community development districts.

• Transfers nomination authority to the President of the Senate and Speaker of the House of Representatives, who shall each submit a list of nine nominees (two meeting district residency requirements and one meeting small business/nonprofit officer requirements) for each community development district.

• Allows the Governor to appoint one member from Senate-submitted nominees, one from House-submitted nominees, and one additional member to fill the remaining representative position for each district.

• Changes references from "which" to "that" in the definition of "small business" for technical clarification purposes.

• Allows existing district representatives to continue serving until their terms expire before new appointment procedures take effect.
