Amends Chapter 302A, Hawaii Revised Statutes to require each school's academic plan to include a clear accounting of resources allocated to achieve measurable outcomes, broken down by costs, funding sources, and full-time employee positions.

Mandates that academic plans include the school's priority improvement strategies, student growth indicators (including National Assessment of Educational Progress scores and authentic assessment results), and information about programs addressing social and economic conditions affecting student learning.

Requires a breakdown of teacher vacancy data including the number of positions filled by unlicensed teachers, positions not filled by licensed teachers, and positions filled by teachers working outside their field of expertise, plus average class sizes for regular education, special education, and English-language learning classes.

Specifies that the Department of Education must preload student growth data, teacher vacancy data, class size information, and school status data into the academic and financial plan template, rather than requiring individual school principals or complex superintendents to input this data.

Requires the Department of Education to submit an annual report on each school's academic and financial plans grouped by complex area to the legislature and Board of Education at least twenty days before each regular legislative session; takes effect July 1, 2021.
