Eliminates the superintendent of education as a voting member in collective bargaining negotiations for bargaining units (5) and (6), which represent Department of Education personnel.

For bargaining units (5) and (6), voting power is now held solely by the governor with three votes and the board of education with two votes.

Changes the language for reaching employer group decisions from "on the basis of" to "by a" simple majority vote.

Requires that when a bargaining unit includes county employees from more than one county, a simple majority vote must include at least one county in the decision.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that existed before the effective date.
