SB 816 Summary

• Establishes a state lottery commission consisting of five members appointed by the governor with senate approval, attached to the department of commerce and consumer affairs for administrative purposes.

• Creates a state lottery to begin operations no later than January 1, 2023, with a director appointed by the governor to supervise operation and implement commission rules.

• Requires lottery revenues to be distributed as follows: minimum 45% to prize payouts, 10% to administrative account, and 40% split equally among school operations special fund, university facilities and operations special fund, and general fund.

• Prohibits online ticket sales and electronic gaming devices; restricts ticket sales to persons age 18 and older; establishes licensing requirements for lottery sales agents.

• Creates a Hawaii state lottery task force within the department of accounting and general services to examine lottery creation and sustainability from January 1, 2022 through December 31, 2026.
