S.B. 819 - Hospital Sustainability Program Extension

• Extends the hospital sustainability program through December 31, 2023, with related provisions expiring June 30, 2024 (previously set to expire June 30, 2021).

• Increases the maximum hospital sustainability fee from 4 percent to 5.5 percent of net patient service revenue for both inpatient and outpatient care services.

• Changes the payment deadline for hospital sustainability fees from 30 days to 60 days after the end of each calendar month.

• Modifies fee exemptions to allow children's hospitals, psychiatric hospitals, and rehabilitation hospitals to be assessed at different rates than other private hospitals, while maintaining exemptions for federal and public hospitals.

• Appropriates $100 million from the hospital sustainability program special fund for fiscal years 2021-2022 and 2022-2023 to support medicaid payments to private hospitals and maintain access to care.
