Requires new board and commission members to participate in an orientation and training session with the department or agency head that supervises their board or commission, or that official's designee, covering mission, roles, responsibilities, laws, programs, and procedures.

Mandates that all departments and agencies with boards and commissions subject to section 84-17 provide annual supplemental training updates to their members at least once per calendar year.

Amends Hawaii Revised Statutes Section 26-34 to add training and orientation requirements to existing provisions governing selection and terms of board and commission members.

Takes effect on July 1, 2112.
