Prohibits registered sex offenders from residing within 2,000 feet of their victim's property or the victim's immediate family member's property upon release or conviction.

Defines "immediate family member" to include the victim's spouse, child, parent, and grandparent.

Requires sex offenders to obtain approval from the Attorney General before changing their address.

Exempts sex offenders from violations if a victim or victim's family member moves within 2,000 feet of the offender's established residence, unless the offender commits a new covered offense after establishing that residency.

Directs the Attorney General to adopt rules under chapter 91 to provide reasonable opportunity for sex offenders to obtain preapproval for address changes.
