Adds "coercive control" as a petty misdemeanor offense under Hawaii's abuse of family or household members statute (HRS 709-906), alongside striking, shoving, kicking, or offensive physical contact.

Defines coercive control using the definition established in section 586-1 of Hawaii Revised Statutes.

Makes coercive control subject to mandatory minimum sentencing provisions under HRS 706-640 and 706-663, with courts authorized to order immediate incarceration upon conviction.

Incorporates coercive control into the pilot program established by Act 19 (Regular Session 2020) to strengthen state and county responses to domestic violence and increase violator accountability.

Sunsets on June 30, 2026, with section 709-906 reverting to its December 31, 2020 form unless extended by the legislature.
