Directs the Department of Human Resources Development to establish a telework and alternative work schedules policy working group to review and recommend policies addressing caregiving responsibilities of state employees.

Requires the working group to review June 2, 2010 telework guidelines to include caregiving as a valid reason to telework, identify eligible employee types, determine ineligible position categories with justification, and identify alternative work locations.

Mandates the Department of Human Resources Development submit a report with proposed telework policies, legislative recommendations, and budget requests to the legislature no later than twenty days before the 2022 regular session.

Requires all state departments to adopt emergency telework policies allowing employees to telework while caregiving, effective until the governor's COVID-19 proclamation expires or new telework policies are adopted, whichever comes first.

Working group ceases to exist on June 30, 2022; members serve without compensation but receive reimbursement for reasonable expenses.
