Relaxes the 30-hour per week employment requirement for qualified caregivers under the kupuna caregivers program during a governor-declared state of emergency, allowing reduced hours during the emergency period.

Establishes two distinct service delivery options for the kupuna caregivers program: traditional service delivery through contracted providers or kupuna caregiver-directed services with shared decision-making authority over budgeted amounts.

Requires coaches and service providers to be mandated reporters with adult protective services training, and expands coach duties to include assisting care recipients and caregivers with program enrollment and required forms.

Allows program funds (up to $210 per week maximum) to be issued directly to either the service provider or the care recipient's financial management service provider upon invoice.

Requires the executive office on aging to submit an annual report to the legislature on the kupuna caregivers program status and adopt administrative rules for program implementation.
