Authorizes the Department of Education to hire vocational, technical, and career pathway teachers without requiring a bachelor's degree, beginning with the 2021-2022 school year.

Allows the Hawaii Teacher Standards Board to develop criteria for individuals with trade or industry experience to teach in vocational and technical programs and to waive bachelor's degree requirements for these positions.

Expands the private trade, vocational, and technical school special fund to accept federal funds, grants, donations, and contributions from private or public sources in addition to existing fee revenues.

Expands the purposes of the special fund to include creating and maintaining vocational and career pathway classes and programs, funding student program fees and equipment costs, and covering personnel, equipment, and facilities costs.

Appropriates unspecified general revenues to the private trade, vocational, and technical school special fund for fiscal years 2021-2022 and 2022-2023.
