Amends Section 219.1(b) of the Hawaiian Homes Commission Act, 1920 to authorize the Department of Hawaiian Home Lands to engage in lottery and bingo enterprises pursuant to applicable state law.

Allows the Department to form or acquire insurance companies, associations, pools, or trusts and enter into arrangements with insurance companies to provide homeowner protection including hurricane coverage for lessees.

Activities authorized under this Act remain subject to the provisions of chapters 431P and 431 of state law.

Includes a severability clause providing that if any portion requires United States consent to take effect, only that portion shall be delayed while the remainder becomes effective.

Takes effect upon approval.
