Requires the Department of Health to issue eight medical cannabis dispensary licenses to the Department of Hawaiian Home Lands (DHHL), distributed as: two for Honolulu, three for Hawaii County (east, north, and west), two for Maui County (one for Maui and one for Molokai), and one for Kauai.

Establishes eligibility requirements for applicants including that individual applicants must be Native Hawaiian, legal state residents for five years, at least 18 years old, and have no felony convictions.

Requires applying entities to be at least 51 percent owned by Native Hawaiians who have been legal state residents for five years, maintain minimum financial resources of $1,000,000 plus $100,000 per retail location, and prohibits license sales or transfers.

Exempts medical cannabis production centers and dispensaries on Hawaiian home lands from county zoning, ordinances, rules, and regulations.

Requires DHHL to study feasibility and revenue potential of medical cannabis dispensaries, limited gaming facilities, and other revenue-generating options on Hawaiian home lands, with findings due to the legislature 20 days before the 2022 regular session.
