Allows state agencies to request expedited hearings for proceedings involving criminal activity that threatens community health and safety, or drug-related criminal activity

Requires written request for expedited hearing that specifies the criminal activity and the action or relief sought

Mandates expedited hearing be scheduled promptly at a time and place reasonably convenient to both the party and agency, with written notification of time, place, and procedures provided to the party

Decision and order from expedited hearing must comply with section 91-12 of Hawaii Revised Statutes

Takes effect upon approval
