Amends Section 329-130, Hawaii Revised Statutes to move the implementation date from December 31, 2023, to December 31, 2021, for medical cannabis procurement requirements.

After the effective date, qualifying patients must obtain medical cannabis or manufactured cannabis products exclusively from a licensed dispensary under chapter 329D or by cultivating cannabis themselves in accordance with section 329-122.

Cannabis cultivation by qualifying patients is limited to an adequate supply at a single location used by no more than five qualifying patients.

Eliminates authority for primary caregivers to cultivate cannabis for any qualifying patient after the effective date.

Takes effect upon approval.
