S.B. No. 9 Summary

• Authorizes boards to hold meetings by interactive conference technology without requiring public access to physical locations where board members are present during a state of emergency declared for a contagious illness, provided the board reasonably believes in-person meetings present unreasonable health risks.

• Requires notice of such meetings to list at least one location open to the public and inform the public how to remotely view meetings and provide testimony via internet, telephone, or other means.

• Permits boards to require members of the public attending meetings in person to provide names and contact information for contact tracing purposes during contagious illness emergencies.

• Allows two or more board members to attend state of the city, state of the county, state of the State, or state of the judiciary addresses without violating open meeting requirements, provided no board business discussion occurs except during the event and no voting commitments are made.

• Changes requirement that interactive conference technology meetings be "terminated" to "recessed" when audio communication fails, with meetings reconvening only when audio communication is reestablished; sunsets emergency provisions on June 30, 2022.
