Establishes stringent grant application requirements for organizations and nonprofit organizations seeking state grants due to COVID-19 pandemic fiscal constraints.

Requires grant applicants to submit documentation including organization name, public purpose, services supported, target group, cost, and budget at the start of each legislative regular session.

Organizations must provide bylaws describing grant-funded activities, valid certificate of vendor compliance, current tax clearance from department of taxation, and proof of current real property tax payments if applicable.

Nonprofit organizations must provide IRS tax exemption ruling under section 501(c)(3), proof of current tax exempt status, compliance documentation with section 467B-2.1 if applicable, and Form 990 filings for prior two taxable years.

Effective date is July 1, 2050.
