Authorizes the director of finance to issue special Duke Kahanamoku commemorative license plates to registered motor vehicle owners who are Hawaii residents upon application and payment of required fees.

Requires Malama Pono, Inc. (owner of Duke Kahanamoku trademark) to explicitly permit trademark use for the special plates, with all proceeds benefiting the Outrigger Duke Kahanamoku Foundation.

Directors of finance and chiefs of police from all counties must consult with the Outrigger Duke Kahanamoku Foundation executive director to establish plate design that includes Duke Kahanamoku recognition, maintains standard plate shape and size, and does not obstruct required information.

Special number plate fees must cover county costs and administrative expenses plus a fundraising fee determined by the director of finance; fundraising fees collected shall be deposited in a separate county budget account and directed to the foundation for water safety and swim education programs.

Plates may be revoked if fewer than 150 vehicles obtain them within three years of first issuance; takes effect January 1, 2050.
