• Establishes a goal for Hawaii state agencies to transition all light-duty vehicles to zero-emission vehicles by December 31, 2035, with light-duty passenger cars to be 100% zero-emission by December 31, 2030

• Creates procurement policies prioritizing zero-emission vehicles, plug-in hybrid electric vehicles, alternative fuel vehicles, and hybrid vehicles for medium- and heavy-duty motor vehicle purchases by state agencies

• Requires the Department of Accounting and General Services to approve state fleet acquisitions, mandating all new light-duty passenger cars be zero-emission vehicles beginning January 1, 2022, and all new light-duty multipurpose vehicles and trucks be zero-emission by January 1, 2030

• Directs the Department of Transportation and Hawaii State Energy Office to develop strategies to transition state-owned light-duty vehicle fleets to zero-emission vehicles

• Requires state and county agencies to purchase building materials for roadway construction projects that reduce carbon footprint when feasible and cost-effective
