Expands definition of "secondhand dealer" to include operation of an automated recycling kiosk.

Establishes five business day retention requirement for cellular phones in the county where received, followed by permitted relocation to alternate business location outside the county for remainder of 30-day total retention period.

Requires secondhand dealers operating automated recycling kiosks to promptly return requested devices to law enforcement upon request during the retention period.

Makes minor technical corrections to existing secondhand dealer statutes regarding record inspection and county population thresholds.
