Requires the Public Utilities Commission to approve, approve with modification, or disapprove renewable energy power purchase agreement applications within 180 days of filing, effective July 1, 2021; applications are deemed approved if no decision is rendered within this timeframe.

Mandates electric public utilities complete interconnection design and file interconnection or transmission line approval requests with the PUC within 270 days of the renewable energy project power purchase agreement filing.

Requires the PUC to approve or disapprove interconnection or transmission line requests within 120 days of filing; requests are deemed approved if no decision is made within this timeframe.

Allows electric utilities and renewable energy developers to mutually consent to extend interconnection completion timelines without affecting other projects.

Applies only to utility-scale renewable energy projects of 5 megawatts or larger requiring PUC interconnection approval, and does not apply to member-owned cooperative electric utilities.
