Changes language in sections 269-142, 269-146, and 269-147 from "may" to "shall," requiring the Public Utilities Commission to adopt reliability standards and interconnection requirements rather than having discretionary authority to do so.

Adds new subsection (b) to section 269-145 requiring electric public utilities to complete interconnection design, reach agreement with renewable energy project developers, and file interconnection requests with the commission within 270 days of a power purchase agreement filing for utility-scale renewable energy projects of 5 megawatts or larger.

Requires electric public utilities to submit interim status reports at 90 and 180 days, and mandates written explanation if they cannot meet the 270-day deadline.

Imposes forfeiture of all performance incentive mechanism monies and financial incentives if utilities fail to meet the 270-day timeline.

Requires the commission to approve or disapprove interconnection requests within 120 days of filing and to report utility failures to the legislature and governor within 30 days of notification.
