• Establishes four-year terms for Information Technology Steering Committee members, subject to Senate confirmation, to preserve institutional knowledge of the State's information systems.

• Reduces Senate President and House Speaker appointments from four members each to three members each, and adds one appointment each from the Superintendent of Education and President of the University of Hawaii (total committee size remains 11 members).

• Requires the Chief Information Officer to present the Office of Enterprise Technology Services annual report to the committee for public comment before submitting it to the Legislature.

• Allows the committee to select a vice-chair from among its members and establishes that members serve until their successors are appointed.
