Transfers operational authority of the Makai Research Pier (located at the southeast corner of Oahu near Makapuu Point) from the University of Hawaii to the Natural Energy Laboratory of Hawaii Authority.

Civil service employees transferred under this Act retain their civil service status, salary, seniority, vacation and sick leave credits, and other benefits; exempt employees retain exempt status but cannot be appointed to civil service positions.

Transfers all appropriations, records, equipment, contracts, and other property held by the University of Hawaii related to the Makai Research Pier to the Natural Energy Laboratory of Hawaii Authority.

Authorizes the Director of Finance to issue $5,000,000 in general obligation bonds for fiscal year 2021-2022 to repair and upgrade the Makai Research Pier, with appropriations not lapsing until June 30, 2024.

Effective date is July 1, 2050.
