• Requires state facilities (except those under 10,000 square feet and Aloha Stadium facilities) to implement cost-effective energy efficiency measures beginning January 1, 2023 for facilities that haven't done so since 2010, and January 1, 2025 for all other state facilities.

• Directs the Hawaii State Energy Office to collect monthly utility bill and energy usage data for all state-owned facilities and make this information publicly accessible.

• Establishes a state goal to achieve at least a 25 percent reduction in electricity consumption of state facilities using 2005 as the baseline year.

• Modifies budget appropriations for agencies performing energy efficiency retrofitting to account for costs including maintenance, contracts, and debt service for energy efficiency measures.

• Requires new state building construction beginning July 1, 2022 to maximize energy and water efficiency, energy generation potential, and use building materials that reduce the project's carbon footprint, where feasible and cost-effective.
