Converts the four ex-officio board members appointed by the president of the senate and speaker of the house of representatives to the Honolulu Authority for Rapid Transportation from non-voting to voting members.

Applies to any county with a population greater than 500,000 that has established a rapid transportation authority receiving state funding through surcharges on state tax or transient accommodations tax revenues.

Terms for appointed members shall be determined by the presiding officer who appointed them.

Effective date: May 6, 2137.
