Authorizes the issuance of $1,380,000 in general obligation bonds for the forest stewardship program to renovate state tree nursery equipment and facilities.

Directs the Department of Land and Natural Resources to use funds to expand capacity of state tree nurseries to provide clean planting materials for public and private projects.

Specifies improvements needed: Waimea-Kamuela nursery requires a greenhouse, irrigation, and seed cleaner system; Maui and Kauai nurseries need greenhouses and irrigation; Kauai also needs water catchment system and greenhouse expansion; Oahu nursery needs storage shed, access ramp, and plant processing structure.

Appropriates funds for fiscal year 2021-2022, with unencumbered moneys lapsing on June 30, 2024.

Takes effect on July 1, 2021.
