Request the Department of Human Services to convene a working group to explore creation of a sustainability fund for Community Care Foster Family Home (CCFFH) and Expanded Adult Residential Care Home (E-ARCH) programs.

Working group composition to include one member each from the Senate, House of Representatives, Executive Office on Aging, Healthcare Association of Hawaii, AARP Hawaii, CCFFH, and E-ARCH program.

CCFFH program currently serves approximately 3,000 patients and provides nursing home-level care at two-thirds or less the cost of nursing facility placement under a 1984 federal Medicaid waiver.

Current CCFFH reimbursement rates are approximately one-sixth that of nursing home placements, failing to maintain the original two-thirds cost ratio.

Working group must submit findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2023 Regular Session convening.
