Encourages the City and County of Honolulu to plan improvements and revitalization of Hans L'Orange Park, including design of the revitalized park and repairs to restore facilities.

Park was created in 1924 by Oahu Sugar Company manager Hans L'Orange as a recreation area for plantation workers and was renamed in 1972.

Park has deteriorated over time with unsafe conditions in bathroom facilities, play areas, parking facilities, and baseball field, with homeless encampment creating unsanitary situations.

Directs City and County officials to seek input from Waipahu residents and community organizations to determine appropriate improvements to the park.

Requires certified copies of the resolution be sent to the Mayor, Honolulu City Council Chair, and Directors of Parks and Recreation, Design and Construction, and Facility Maintenance for the City and County of Honolulu.
