Urges the Department of Public Safety to increase investment in comprehensive offender reentry programs for individuals exiting correctional facilities.

Encourages the Department to maintain existing reentry services and funding during the economic crisis.

Requests the Department to identify meaningful opportunities to divest from retributive corrections approaches and reinvest in reentry support programs.

Urges the Department to work with community stakeholders to identify barriers to successful offender reentry and develop policy changes to dismantle these barriers.

Requests full compliance with the statutory obligation under section 353H-32, Hawaii Revised Statutes, to provide exiting offenders with civil identification documents, noting that roughly half are currently exiting without such documentation.
