Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Waimanalo, Koolaupoko, Oahu for an existing pier, seawall, and steps totaling 2,818 square feet.

Converts C. Michael Muller's month-to-month revocable permit held since 1977 (covering 716 square feet) into a term non-exclusive easement that runs with the land and benefits the abutting property identified as Tax Map Keys (1) 4-1-001:011 and (1) 4-1-001:013.

Expands the easement scope beyond the original 2017 authorization (which covered pier purposes only) to include the seawall and steps based on a 2019 Board of Land and Natural Resources amendment approving the increased encroachment area.

Requires the grantee to pay fair market value for the non-exclusive easement as determined by an independent appraisal.

Implements the requirement under Hawaii Revised Statutes section 171-53 for prior legislative authorization by concurrent resolution to lease state submerged lands.
