• Hawaii urges Congress to call a constitutional convention under Article V limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress

• Convention voting shall be on a one-state, one-vote basis, with state legislatures retaining exclusive authority to name delegates and Congress limited to setting only the time and place for the initial meeting

• Convention must be limited to the specified topics, with an express prohibition on any amendments that would modify or repeal any provision of the Bill of Rights; the application becomes void if used to consider any such changes

• This application constitutes a continuing application until at least two-thirds of state legislatures submit applications for substantially the same purpose

• Certified copies shall be transmitted to congressional leaders and the presiding officers of each state legislature
