Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement on state submerged lands at Kapaa, Kawaihau, Kauai (Tax Map Key (4) 4-3-009: seaward of 041) to the Association of Unit Owners of Kauai Kailani Condominiums for construction of a temporary sand groin.

Easement covers approximately 1,764 square feet and is granted for 25 years to address erosion at Kuhio Beach caused by removal of a 70-foot concrete groin in 2012, which resulted in loss of approximately 500 cubic yards of sand over two years.

Grantee must pay fair market value of the easement as determined by an independent appraiser and post a removal bond; the easement area requires confirmation by the Department of Accounting and General Services' Land Survey Division.

Requires prior approval of the Governor and prior authorization of the Legislature by concurrent resolution per Hawaii Revised Statutes section 171-53 for leasing state submerged lands; no public opposition was received.

Concurs with the Board of Land and Natural Resources' March 25, 2021 approval of the revocable permit for shoreline protection structure, beach nourishment activities, and sandbag groin installation.
