Requests the University of Hawaii to examine and assess the reasonableness and feasibility of policies governing the University Housing Program, specifically the Oahu Rental Projects that serve as temporary transitional housing for newly recruited university personnel.

Directs the University to submit a comprehensive report to the Legislature no later than twenty days prior to the 2022 Regular Session, including detailed data on all Oahu Rental Projects properties, tenants, market values, and rent comparisons.

Requires assessment of eligibility criteria and maximum duration of tenancy, including analysis of lease extension approval processes, enforcement mechanisms, and historical compliance over the past ten years.

Mandates evaluation of whether lease extensions beyond maximum terms should be permitted when applicants are on the waiting list, and proposes a shorter vacate period than the current one-year timeline for tenants exceeding maximum lease terms.

Directs examination of tax compliance issues including reporting of taxable benefits under Internal Revenue Code Section 119 and alignment of rental rates with fair market value.
