Requests public utilities holding certificates of public convenience and necessity to provide 50 percent rate discounts to retired senior citizens aged 60 and older in Hawaii.

Directs the Public Utilities Commission to survey actions taken by utilities and determine what legislation, if any, is needed to implement 50 percent rate discounts for retired senior citizens.

Requires the Public Utilities Commission to submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2022 Regular Session convenes.

Mandates transmission of certified copies of the resolution to the Director of Commerce and Consumer Affairs and the Public Utilities Commission Chairperson for distribution to all utilities holding certificates from the Commission.
