Requests the Department of Transportation, in conjunction with the City and County of Honolulu, to develop a strategy for implementing a back tax waiver program for motor vehicle registration taxes and fees that are six or more months past due.

Identifies abandoned motor vehicles as an epidemic problem on Hawaii's roads and highways, with approximately 63 percent of the state's 1,267,136 registered vehicles located in Honolulu as of 2018.

Cites high motor vehicle registration taxes and fees as a primary contributor to vehicle abandonment and unregistered vehicle use in the state.

Requires the Department of Transportation to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Directs that certified copies be transmitted to the Director of Transportation and Mayor of the City and County of Honolulu.
