Urges the United States Marine Corps to refrain from commencing live gunfire activities at Puuloa Rifle Range before 10:00 a.m. daily to reduce noise exposure for neighboring Ewa Beach residents.

Requests the Marine Corps coordinate with non-government entities using the rifle range, such as the Puuloa Rifle and Pistol Club, to ensure their activities also do not commence before 10:00 a.m.

Acknowledges residents' repeated concerns about noise timing and levels from the range, including loudspeaker announcements and live gunfire that have historically started as early as 5:00 to 6:00 a.m.

Recognizes the importance of the rifle range for Marine Corps long-range rifle training while seeking to balance military preparedness with community quality of life.

Requires certified copies of the resolution be transmitted to the Commanding Officer of Marine Corps Base Hawaii, Department of Health Noise Section, Puuloa Rifle and Pistol Club, and A Quieter Oahu advocacy group.
