Urges the Governor and Board of Land and Natural Resources to terminate the University of Hawaii's lease of the Mauna Kea Science Reserve by the end of calendar year 2021.

Directs the State to cease development of the Thirty Meter Telescope immediately due to the University of Hawaii's mismanagement of the project.

Calls for the Governor, Board of Land and Natural Resources, and Mayor of the County of Hawaii to work with the Native Hawaiian community and Department of Hawaiian Home Lands homesteaders to develop a new management plan for Mauna Kea.

Urges the State and County of Hawaii to support any plan developed by the Native Hawaiian community, including plans for restoration of Mauna Kea to its natural state.

Requires certified copies to be transmitted to the Governor, Board of Land and Natural Resources Chairperson, University of Hawaii President, and County of Hawaii Mayor.
