Urges the State to protect agricultural lands from development to enable Hawaii to meet the goal of doubling food production by 2030.

Expresses concern that accessory agribusiness activities such as zip lines and mountain bike tours on agricultural lands displace bonafide agricultural use and discourage farming.

Notes that prospective farmers face increasing difficulties obtaining prime agricultural lands, particularly in Laie on the island of Oahu.

References Governor David Ige's 2016 goal to double Hawaii's food production, which was postponed from 2020 to 2030 after the original target was not met.

Directs certified copies be sent to the Governor, Board of Agriculture Chairperson, and Planning Commission Chairpersons across all counties.
