Identifies security and safety concerns with the open-air, unroofed restroom facilities, including reported incidents of individuals scaling the walls to peer inside.

Notes that the open-air facilities are prone to flooding during heavy rainfall, which damages the facilities and creates hazards for park users.

Requires transmission of certified copies of the resolution to the Mayor, Honolulu City Council Chair, and Directors of Parks and Recreation, Design and Construction, and Facility Maintenance.
