Urges the City and County of Honolulu to install raised crosswalks along Kuhina Street at three intersections: Kuhina and Ahona Streets, Kuhina and Pailani Streets, and Kuhina and Mailani Streets.

Cites that speeding is involved in nearly one-third of all motor vehicle fatalities nationally and nearly 50 percent of all traffic fatalities in Hawaii.

States that raised pedestrian crosswalks and speed bumps are effective tools to slow motor vehicle traffic and prevent collisions with pedestrians.

Directs the City and County of Honolulu officials to seek input from the Ewa Neighborhood Board and local residents regarding appropriate locations for traffic calming devices at each intersection.

Requires certified copies of the resolution be transmitted to the Director of Transportation, Mayor, City Council Chair, Department of Transportation Services Director, Department of Design and Construction Director, and Ewa Neighborhood Board Chair.
