• Requests the Department of Accounting and General Services, Department of Budget and Finance, and Department of Public Safety to submit public testimony on all proposed legislation that could increase jail populations in Hawaii.

• Requires the Department of Accounting and General Services to address in testimony the potential impact on facilities, overcrowding, and compliance with consent decrees based on recent data.

• Requires the Department of Budget and Finance to address in testimony the potential fiscal impact of proposed legislation on state spending based on recent data extrapolation.

• Requires the Department of Public Safety to address in testimony: (1) evidence that proposed legislation will achieve its stated outcomes, or testimony that no such evidence exists, and (2) alternatives to incarceration that may be more effective, equally effective at lower cost, or more effective at lower cost.

• Directs certified copies of the resolution be transmitted to the Governor, relevant department directors, and the Chairperson of the Hawaii Correctional System Oversight Commission.
