Requests the Legislature introduce and consider during the 2022 Regular Session a bill that assesses a carbon tax on fossil fuels and returns tax revenues (except from aviation fuel) to Hawaii households in equal shares.

References the Hawaii Carbon Pricing Study, which concluded that this carbon tax approach would be progressive, reduce fossil fuel consumption, and benefit lower-income households.

Directs the Hawaii State Energy Office to distribute the Carbon Pricing Study to all legislators no later than twenty days before the 2022 Regular Session convenes.

Directs transmission of certified copies to the Governor, Hawaii's congressional delegation, state and county officials, and county council chairs across all islands.
