Authorizes the Board of Land and Natural Resources to grant term, non-exclusive easements covering portions of state submerged lands fronting Tax Map Keys (2) 3-9-011:008 CPR 0001 and CPR 0002 in Waiohuli-Keokea (Kihei), Wailuku, Maui.

Easements cover an existing seawall and permit use, maintenance, and repair of existing improvements constructed on the seawall.

Grantees (Rand 2013 Living Trust for CPR 0001 and Timothy Vaugon Isted for CPR 0002) have paid fair market value of $19,700 and $19,200 respectively as determined by independent appraisal.

Additional seawall encroachment of approximately 928 square feet on state submerged lands was discovered after an initial 65-year easement granted in 2015, requiring these additional 65-year easements approved by the Board in August 2017 and October 2018.

Legislative authorization required pursuant to Hawaii Revised Statutes section 171-53 for leasing state submerged lands.
