Request Office of Planning to coordinate with executive departments to identify state facilities and critical infrastructure vulnerable to flooding and sea level rise impacts using Hawaii Sea Level Rise Vulnerability and Adaptation Report and State Hazard Mitigation Plan data.

Require assessment of mitigation options for vulnerable facilities and infrastructure, including flood-proofing and relocation, particularly in areas where beach and coastal environment conservation is desired.

Direct Office of Planning to coordinate resiliency actions with county and federal agencies, affected communities, and private sector, and incorporate sea level rise adaptation and disaster resilience into planning and investment decisions using full life-cycle cost accounting.

Prioritize nature-based disaster resilience solutions and climate adaptation efforts that protect the state's most vulnerable populations.

Require Office of Planning to submit report to Governor, Legislature, and Hawaii Climate Change Mitigation and Adaptation Commission no later than twenty days before the 2023 Regular Session, including vulnerability assessments and departmental progress updates on sea level rise and disaster resilience implementation.
