Urges University of Hawaii community colleges and Department of Human Resources Development to coordinate with Department of Education to establish an office administrative assistant apprenticeship pathway in Hawaii high schools by January 1, 2022

Allows high school students to participate in the office administrative assistant apprentice program while still enrolled in high school and earn dual credits

Directs Department of Human Resources Development to accept applications and register high school students into the program for fall semester 2022

Requires Department of Human Resources Development to report to the Legislature by end of fall semester 2022 on the number of high school students enrolled in the apprentice program

Addresses approximately 800 vacant office assistant positions and 200 vacant secretary positions in the state by developing a pathway to entry-level civil service careers with stable income
