References the Office Administrative Assistant Apprenticeship program established by the University of Hawaii Honolulu Community College as providing technical and non-technical skills through on-the-job learning and competency demonstration.

States that apprenticeship completers may apply their work hours toward an associate degree or receive a "Certification of Completion" as qualification for state employment.

Requires the Department of Human Resources Development to submit a report to the Legislature by January 1, 2022, detailing which state positions had their job qualifications amended.
